Does possession of more than $10,000 automatically make you a criminal? Anastasio Prieto was never charged with anything. He was fingerprinted, though, and deprived of $23,700. The government has said he can have his money back (in about a year) if he can prove it didn't come from drug trafficking. The ACLU is suing the DEA on his behalf.
